This is a long way beyond KEYWORDS and DESCRIPTION tags. These are now largely ignored due to abuse by webmasters.

Search engines look primarily at your content, page names, update frequency, inward/outward links the use of page titles and correct usage of <h> tags.

From this they build a profile of your site and then rate the relavancy of your content to search terms. This obviously isn't an exact science. We have found by just by refocusing the site and structuring it to be more friendly and relevant to what you want people to see on your site that naturally your website listing improves. With constant monitoring and refining getting good positons is straight forward but you need to keep ahead of the game to stay there.
